Houston City Dock 23 Wharf Assessment and Repair Design

Abstract: The Port of Houston Authority (PHA) operates one of the top-producing and nation’s busiest ports in the United States. In 2014, PHA retained WJE to evaluate several existing wharves at Turning Basin Terminal (TBT). In conjunction with the assessment, WJE was also selected to perform the rehabilitation design of City Dock 23 (CD 23). Mr. Larosche will discuss the assessment and repair design of CD 23. In particular, he will highlight the variety of destructive, nondestructive, and laboratory testing used to estimate the load rating and service life capacity of CD 23. In addition, Mr. Larosche will discuss the improvements WJE employed to repair wharf components, such as the deck, beams, and fender, and increase the load-carrying capacity to 1,200 psf uniform live load.
Bio: Carl J. Larosche is a Principal in the Austin office of Wiss, Janney, Elstner Associates, Inc. where he leads the Structural Practice Group. His diverse background includes structural design, investigation, and evaluation of existing structures and materials. He has successfully combined his broad construction background with his knowledge of material behavior in existing structures to provide rare insight and knowledge in the area of masonry, concrete, and steel evaluation, including strengthening and repair of these materials.
