Development Services Department Structural Review and Special Inspections

Abstract: The presentation addresses the new Development Services Department (DSD) structural review program.   This includes background information in the development of the program, project types and fees associated with the new structural review process, as well as future plans for the structural review program.  In addition, new DSD special inspections forms have been created and the special inspections/city inspections process has been updated.  The forms are presented and the process changes will be discussed.  All of these changes are an effort by the Development Services Department to provide a more thorough and complete plan review and inspections process.

Bios: 

Jennifer L. Verhulst, P.E. is the Structural Engineer for Plan Review Services with the City of Austin Development Services Department.   She earned a B.S. in Architectural Engineering and M.S. in Structural Engineering from the University of Texas at Austin.  She has over ten years of experience working in various facets of the structural engineering industry.  She spent the majority of her career in the private sector in the fields of forensics and structural design.  She joined the City of Austin Residential Review Division in 2014 as a Plans Examiner.  In March 2016, she filled the position of Structural Engineer and has spent the last year developing the structural review program.  Jennifer is a member of SEAoT, AISC, AWC, and an active governmental member of the International Code Council.

Beth M. Culver, AIA, PMP is the Development Services Division Manager with the City of Austin.   She earned a B.S. in Architectural Studies from the University of Illinois at Urbana-Champaign.  She has over fifteen years of experience in the field of architecture.  She joined the City of Austin Residential Review Division in 2013 as a Plans Examiner, was promoted to Senior Planner in 2015, and then filled the position of Division Manager in January 2016.  Beth is a registered architect in the State of Texas, a member of AIA, AWC, a project management professional (PMP), and an active governmental member of the International Code Council.

 Jose G. Roig, CBO, is the Division Manager of Building Inspections and the Service Center.  He also serves as the Deputy Building Official with the City of Austin Development Services Department.  He earned an Associate’s Degree in Fire Science from Kaplan University and is currently pursuing his Bachelor’s in Business Administration.  He has over 25 years of experience in the construction and inspection industry, both on the public and private sectors.  He has been working for the City of Austin since 2007 and is currently an active governmental member of the International Code Council.  Jose is a Certified Building Official and holds several other certifications from the International Code Council. 

Carl D. Wren, P.E., FSFPE is the acting Assistant Director for Plan Review and Inspections and Building Official for the City of Austin Development Services Department.  Previously, he served as the Chief Fire Protection Engineer for the Austin Fire Department and has collectively served the City of Austin for over 28 years.  He has served as an adjunct instructor for the National Fire Academy fire prevention program, serves on code development committees for the NFPA and previously served for five years on NFPA technical committees which helped draft the first NFPA 5000 Building Code. He is a current member and vice-chair of the ICC Code Technology Committee which evaluated numerous ICC Board assigned issues like height and area provisions, NIST World Trade Center recommendations, and ADAG provisions.  He previously held State of Texas firefighter, EMT, fire inspector, and fire service instructor certifications. Carl was recently distinguished as a Society of Fire Protection Engineers Fellow.
